Robert brings over 25 years of experience in the securities industry, including more than a decade in legal practice advising on a wide range of corporate, commercial, and securities matters. A former SEC Attorney Advisor and former Chief Securities Officer and Deputy General Counsel of a Nasdaq-listed public company, he offers clients a rare perspective shaped by both regulatory oversight and real-world operational responsibility.
His practice focuses on securities regulation, SEC reporting, exchange compliance, corporate governance, capital markets transactions, and special situations. Robert approaches legal and business challenges as integrated problems to be solved, combining technical precision with sound commercial judgment to identify practical, often non-obvious solutions.
Known for his pragmatic and efficient approach, he advises clients with a focus on outcome, leverage, and risk mitigation—whether navigating complex regulatory issues, resolving disputes, or structuring transactions. He applies a regulator’s lens to anticipate scrutiny and strengthen governance and disclosures long before they face external review.
Before entering legal practice, Robert spent more than 15 years as a registered broker and principal in securities broker-dealer firms.

Served as Chief Securities Officer and Deputy General Counsel of a Nasdaq-listed public company, led capital restructuring initiatives, including market transitions and stock splits, led primary market compliance program, and the preparation and filing of all periodic and transactional SEC disclosures, including Forms 10-K, 10-Q, proxy statements, and registration statements.
Advised on the negotiation and documentation of a $250 million credit facility, an $80 million credit facility, and a $35 million promissory note, including lender negotiations and closing documentation.
Administered a standby equity purchase agreement and related convertible note structures providing up to $250 million in capital and approximately $20 million in loan financing.
Handled post-closing M&A negotiations and litigation arising from a $35 million acquisition of a medical device manufacturer by a global medical supply company.
Litigation & Investigations
Led plaintiff litigation teams in actions against blood glucose test strip manufacturers alleging pricing manipulation and related statutory violations, involving asserted claims of approximately $600 million.
Led litigation strategy and prosecution of claims against a major pharmaceutical manufacturer alleging anticompetitive patent practices designed to delay or eliminate generic drug competition.
Led and coordinated litigation against multiple pharmaceutical manufacturers and tax-exempt entities alleging RICO violations and unlawful kickback schemes intended to shift drug costs to third-party payors.
Served as a senior member of the plaintiff team in multidistrict antitrust litigation against generic drug manufacturers, asserting claims in excess of $1 billion; litigation remains ongoing and Mr. Strongarone is no longer involved.
Negotiated and secured the recovery and return of an aircraft to the entity credited with its invention, design, and manufacture, resolving ownership and possession disputes without protracted litigation.
